I've tried the software as well, and I'm receiving the same error. It says: Cannot set socket. Based on this message, I can say that TCP Traceroute is an incompatible application. However, Windows already features a built-in traceroute application. It's called tracert and can be activated from the Command line (Windows + R).
Or if you prefer apps with GUI, then use the ones from the following list.
